Fascism is a governmental structure where the state owns most things (industries, natural resources, etc.) and has complete control over every aspect of life, from academia to the media to markets, to leisure time, and the state is controlled by either one person, or a small group, any of whom could be replaced if needed. Rulers are not democratically elected, nor are there limits on their time in office. Mussolini's Italy, the Politburo-controlled USSR, Peron's Argentina, the Kims' N. Korea, and (to a degree) Maoist China -- all fascist states. Hitler's Germany, Xi's China, and Putin's Russia were/are partial fascist states, although the state did/does not own everything (but it controlled/controls it).
